According to the agreement between China and Mexico, Chinese citizens holding diplomatic and official passports can enjoy visa-free access to Mexico for a short period of time.
Chinese citizens who have already obtained a temporary (Residencia Temporal) or permanent residence card (Residencia Permanente) in Mexico do not need a visa to re-enter Mexico.
Holders of legally valid visas from the United States, Canada, Japan, the United Kingdom or Schengen countries (must not be transit visas, but generally should be valid multiple-entry visas that have been used and have legally valid entry and exit stamps from the respective countries in their passports) or other persons who can prove that they have permanent residence status documents in the above countries, or who hold permanent residence status documents from other member countries of the Pacific Alliance (note: Chile, Colombia and Peru) In principle, persons may enter Mexico without a visa and may not engage in paid activities after entering the country. Chinese citizens holding a Hong Kong or Macau SAR passport may enter Mexico without a visa and stay for 90 days.
In all cases other than the above, regardless of the length of stay, a Mexican visa must be obtained in advance and verified by the Mexican immigration authorities before entry.
According to the requirements of the Mexican Embassy in China, the visa applicant must come in person to the Mexican Embassy in China to submit the documents and the interview!
