Shandong Provincial Department of Commerce on the issuance of the 2022 overseas 100 exhibition market development plan notice

In order to actively respond to the current severe and complex international trade situation, guide enterprises to develop diversified international markets, accelerate the optimization of export commodity structure and international market layout, expand exports of mechanical and electrical high-tech products, and promote the province's foreign trade to stabilize and improve quality, combined with the actual import and export of our province and the key market situation, the Department of Commerce has developed the 2022 overseas 100 exhibition market development plan. The relevant matters are hereby notified as follows:

I. General idea

(A) stabilize the main market share. Take 20 key markets as a grasp, enhance the RCEP market, consolidate the European, U.S. and Latin American markets, and expand the "Belt and Road" and African markets. Stabilize the RCEP beneficiary agricultural products and textile and garment exports to Japan and South Korea, expand exports of mechanical and electrical products to the ASEAN market; increase the development of mechanical and electrical products to Germany and other European markets, and promote the expansion of cross-border e-commerce exports; encourage auto parts enterprises to participate in the United States of America's internationally renowned professional exhibitions, promote machinery and equipment, hardware and building materials to expand market share in Latin America; Russia, the United Arab Emirates, Saudi Arabia, India, Pakistan and other countries as a pivot point to expand the market share of the United States, Pakistan and other countries as the fulcrum, expand exports to the "Belt and Road" market; play the advantages of new business models such as market procurement trade, and promote the expansion of exports to the African market.

(B) highlight the expansion of mechanical and electrical high-tech products exports. Efforts to create a series of exhibitions for the export of mechanical and electrical high-tech products in Shandong, the arrangement of various types of mechanical and electrical exhibition 82, including: online exhibition 9, offline exhibition 73, including 8 A-class exhibition, B-class exhibition 16, C-class exhibition 49. After adjustment, the proportion of online electromechanical industry exhibitions increased to 45%; the proportion of Class A and Class B electromechanical industry exhibitions increased to 80% and Class C increased to more than 60%.

(C) increase the cultivation of new industries. Through the exhibition to build a docking platform, guide the province's cross-border e-commerce platform, market procurement trade entities, public overseas warehouses, overseas economic and trade cooperation parks and foreign trade enterprises to jointly exhibit and magnify the effect of the exhibition. Encourage overseas warehouses to cooperate with the exhibition organizers, expand the function of "before the exhibition and after the warehouse", provide business negotiations, long-term display, product transactions, logistics distribution services, etc., to create the closing of the overseas exhibition.

II. General Arrangement

130 exhibition projects are to be arranged in 2022. Among them: 20 online exhibitions; 110 offline exhibitions, including 10 in category A (host category), 20 in category B (key category) and 80 in category C (recommended category).

(A) online exhibition. Focus on promoting the two-way import and export of RCEP countries, expanding exports of electromechanical and high-tech products, and promoting the development of new business models and new modes of foreign trade, to achieve the first half of the "weekly exhibition".

(B) host the class exhibition. To host or co-sponsor the form, in Japan, Singapore, Russia, India, Hungary, Nigeria, Tanzania, the United States and other markets to hold a series of export goods exhibition in Shandong, to build the province to host the exhibition platform.

(C) the key category of exhibitions. Focus on RCEP, Belt and Road, Europe, Africa, Hong Kong and Macao, Latin America and other regional 20 countries market, the organization to participate in 20 influential international exhibitions.

(D) recommended exhibitions. Focus on expanding exports of mechanical and electrical products, while taking into account the textile and clothing, agricultural products, etc., screening enterprises with a strong willingness to participate in the exhibition focus on recommendations.

III. Organization and implementation

(a) Strengthen the organization of the plan. The Foreign Trade Division of the Department of Commerce takes the lead in organizing online exhibitions and Class A (host class) exhibitions, and adjusts the exhibition plan according to the overseas epidemic situation at the right time; each city organizes and implements Class B (key class) and Class C (recommended class) exhibitions, taking into account the actual situation of the city and the arrangement of diversified market development.

(II) continue to give financial policy support. In order to further improve the enthusiasm of electromechanical enterprises to participate in the exhibition and strengthen the efficiency of financial funds, it is proposed to continue to give full subsidies to the booth fees of A and B electromechanical industry exhibitions, and to give subsidies to the booth fees of A and B non-electromechanical industry exhibitions not exceeding 90% and 80% respectively. The fund is allocated to each city in blocks; Class C exhibitions are supported by the central foreign trade funds for small and medium-sized enterprises to open up markets, and the use of funds in each city is followed up and dynamically adjusted.

(C) strengthen the promotion of publicity. Please pay great attention to the competent departments of commerce and relevant units in each city, the implementation of the overseas 100 exhibition market development plan as an important means of implementing the development of diversified markets, combined with the city, the actual units, the development of supporting programs, and actively guide enterprises to develop the international market, the city organization and implementation will be the next step in the development of foreign trade policy as an important reference basis.
